Public budgeting is a core function of public administration. Regardless of the level of government, size of government, type of management, or the socio-economic and political characteristics of the government, the execution of policies and programs requires the expenditure of resources, and important funding decisions must be made. Yet public officials are faced with policy and program implementation in an environment of limited resources.
